El objetivo de este informe es proponer una metodología de valoración objetiva del impacto sobre la pobreza energética de las rehabilitaciones exprés realizadas por Fundación Naturgy y las ONGs colaboradoras en el marco del Fondo Solidario de Rehabilitación Energética. El análisis de impacto se lleva a cabo a partir de las características de la vivienda y las facturas de energía antes y después de la realización de la rehabilitación, comparando el gasto real con el gasto energético requerido del hogar. También se plantea el cálculo de un indicador de pobreza energética oculta para medir el impacto directo de la rehabilitación en la pobreza vinculada a la energía. Los resultados del estudio destacan que, en el caso de estudio real analizado (54 hogares en Cataluña), tras las intervenciones exprés se produce una reducción del 12% de la incidencia de la pobreza energética oculta. Extrapolando los resultados a la población vulnerable en España, el informe produce una serie de recomendaciones que podrían ser útiles para los responsables de tomar decisiones y las organizaciones a la hora de diseñar e implementar intervenciones exprés en las viviendas.
English summary:
The aim of this report is to propose a methodology for the objective assessment of the impact on energy poverty of the express energy retrofitting carried out by Naturgy Foundation and the collaborating NGOs within the framework of the Solidarity Fund for Energy Retrofitting. The impact analysis is carried out based on the characteristics of the dwelling and the energy bills before and after the refurbishment, comparing the actual expenditure with the required energy expenditure of the household. A hidden energy poverty indicator is also proposed to measure the direct impact of retrofitting on energy poverty. The results of the study show that in the real case study analysed (54 households in Catalonia), following express interventions, there is a 12% reduction in the incidence of hidden energy poverty. Extrapolating the results to the vulnerable population in Spain, the report produces a series of recommendations that could be useful for decision-makers and organisations when designing and implementing express retrofitting in households.
